Program Manager for a major Maritime Administration R&D contract involving extensive analysis of Japanese shipbuilding techniques and practices. Inaugurated a system of pre-outfitting for new construction cargo ships and offshore drilling rigs. Reorganized production control and material control systems.

Developed and maintained CPM networks and assisted in development of Requests for Equitable Adjustment on the U.S.C.G. WMEC 270 program.

Data and program management of several contracts while company was in Chapter 11 bankruptcy. Developed and maintained CPM networks and schedules used for production control and contract billing. Upon contract end, assisted in data analysis and preparation of REA's. Responsibilities included: budget performance evaluation to cost and schedule, schedule and manpower analysis of CPM networks, schedule delay impact and responsibility allocation, technical analysis of contract requirements vs. work actually performed, constructive change identification, entitlement, and impact assessment, formal change impact assessment.

Responsible for all contract administration, technical, QA and personnel administrative direction and subcontractor control for a major facilities support contract.  Responsible for proposal development, administrative management, information systems and accounting functions for an 8(a) small business providing facilities and hazardous waste management services to the Government and industry.
